Under normal cir***stances you should be able to get on to the box while it is looping. For you not to be able to is very unusual as the normal route would be to FTP in and either delete or rename the offending Skin's folder under /usr/share/enigma2/'skin folder name'.
If you can't get in while it's looping then I'm afraid the only other alternative is a reflash.
