That looks like your receivers IP Address, with that you can connect, to your receiver, using programs like Filezilla, Dreamboxedit, the VU+ Control Centre and Dreambox Control Centre.
What you means ? I need to do something?

Try downloading, and running the VU+ Control Centre, on your PC:

Just unzip it, using Winrar, Winzip, or the free 7-zip, then start up VUCC.exe.
Once it opens type in your receivers IP Address and click on connect.
This will allow you to use the various options, for connecting to your receiver.
Done I have that now, what I need to do

select the common interface cam in the menu and hit ok, the cam should change from oscam to common interface cam. insert your card into the ci+ cam. I cant remember if it goes in chip up or chip down so try both.
leave it in for 30 mins to see if it up dates.
if not go back and restart Oscam.
on your computer browser type in your recievers ip address.
when the webinterace opens is there a further option for Oscam interface? is so access that and we can see what version your running

do you know your receiver username and password?
you could also try guessing your oscams port
192.168.1.65:8080
192.168.1.65.81
etc....
I cant remember the user name and password, like I say someone settle that for me
I try few combinations without success

use the ftp option then find were your oscam files are located, try var/keys or var/etc/tuxbox....
