probably, depends how that 9 pin either end cable is wired internally , but if its a null modem cable then yes its correct

the usb adapter is the tricky one, as is your laptop

drivers usually need installing for a start , plus it all depends on the windows operating system being used as well

the cheaper oem versions of 7 , 8 or 10 may not work , maybe not vista home either

the ideal is an old xp pro desktop, tower or laptop that has a 9 pin com port fitted, I have at least one of each myself and so never use anything else

win 7 pro or ultimate should work, win 8.1 pro should work , win 10 full or pro version should work

the usb adapter and the windows os are your weak links and prone to failure

some of those usb adapters never work, yet will operate a serial mouse or a modem
