Just found this:
_www.nottinghamshire.police.uk/101
101 is the number to call when you need to contact Nottinghamshire Police and it's less urgent than a 999 call.
Calls cost 15p, no matter how long the call lasts.
I guess it applies to all UK police 101 calls.

It is a government idea to have 101, not the local police force
It is charged at 15 p for the call duration.
Police forces do have landline numbers which terminate the same place as 101 and so come out of minute allowance
