No channels clearing? Does that mean you're getting the signal quality readings?
    What receiver are you using?
there are some FTA channels, on 23.5E, on 11895 V 27500, and they are on the Europe Wide beam, which means you should get them even with a 45cm dish:
    Code:
    http://www.lyngsat.com/Astra-3B.html
    Code:
    http://www.lyngsat-maps.com/footprints/Astra-3B-Europe-Wide.html
Even if your dish isn't tracking the arc perfectly, you should still be able to get these channels, given your other readings, unless something is blocking the signal, or there is another problem.

I agree that When these channels are scanned into your receiver try moving the dish slightlt East/West, using your receiver, to try and get a signal.
